PATRICK K. O’KEEFE is a member of Sidley’s Banking and Financial Services practice group, which received the 2019 Chambers USA Award for Financial Services Regulation. Mr. O’Keefe’s financial services practice at Sidley is focused on transactional, regulatory and legislative issues affecting financial institutions and other financial services providers. He counsels banks, savings associations, finance companies, trade associations and others on issues that affect retail banking operations, including privacy, electronic signatures, payment systems, consumer loan and deposit products and consumer reporting obligations. He also counsels financial institutions and other commercial entities in connection with, and assists them in the drafting and negotiation of, contracts, licenses and other agreements. Mr. O’Keefe has extensive experience with payment systems, including credit and debit card programs and ACH payment systems.
Mr. O’Keefe is also a member of Sidley’s Government Contracts practice, and has extensive experience with public contracting regulatory issues and in representing clients in bid protests and other litigation relating to public procurements. As a result, a portion of Mr. O’Keefe’s practice involves providing advice and counsel to financial institutions and service providers who do business with government entities, and helping them negotiate subcontracts and service agreements with vendors and other third parties.
Mr. O’Keefe has been a frequent lecturer on a wide range of topics, such as regulatory and legislative developments affecting the financial services industry; E-commerce; developments in public contracting; and the issues arising when commercial companies enter into teaming agreements or form joint ventures.
