CALEB BOWERS focuses his practice on environmental regulatory, compliance, and litigation matters, with particular emphasis on the industrial and energy sectors as well as ground transportation. He advises clients on both critical environmental obligations and the defense of government enforcement and citizen suits. Caleb’s approach to client service includes helping companies to assess regulatory compliance and develop and implement thoughtful solutions. His experience includes advising on federal and California Air Resources Board (CARB) environmental requirements, large transportation fleet operations and reporting, and consumer requirements, as well as hazardous substances, materials disposal, and site cleanups.
Before joining Sidley, Caleb was an associate with the California environmental practice of a large law firm, and he previously served on active duty in the U.S. Army as assistant counsel to the Office of Chief Counsel, U.S. Army Corps of Engineers, in Washington, DC. There he assisted with the drafting and interpretation of agency regulations and advised on matters related to the Clean Water Act (CWA), natural resources management, and hydropower operations, including preparing legal opinions for use by congressional committee staffs. In addition to environmental matters, he advised on matters related to data management, critical infrastructure, and infrastructure cybersecurity, as well as the implementation of a new, agency-specific statutory authority for the civil use of unmanned aircraft systems (UAS).
