ROSE QUAM-WICKHAM focuses her practice on environmental litigation, internal investigations, and regulatory compliance, with a particular emphasis on assisting clients in the industrial, energy, and auto sectors.
Rose has assisted clients with a variety of challenges in connection with the Clean Air Act (CAA), the Clean Water Act (CWA), the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the Administrative Procedure Act (APA), in addition to the Endangered Species Act (ESA), the National Environmental Policy Act (NEPA), and the Lacey Act. She maintains an active pro bono practice at Sidley.
Rose received her J.D., with honors, from the George Washington University Law School and her undergraduate degree from the University of California, Santa Cruz.
Prior to joining the firm, Rose was an associate at another national law firm where she advised clients on environmental, social, and governance (ESG) and environmental matters.

- Advising a chemical manufacturing client in connection with environmental contamination at a Superfund site.
- Assisting a client with investigating vehicle emissions compliance under Title II of the CAA.
- Counseling a distribution client in regards to its responsibilities related to the storage and transport of hazardous waste under RCRA.
- Advising a large industrial client on its release reporting responsibilities under a variety of statutes, including CERCLA and the Emergency Planning and Right to Know Act (EPCRA).
- Assisting a large auto sector client to determine its responsibilities related to reporting under the National Highway Traffic Administration’s Federal Motor Vehicle Safety Standards.
- Representing clients in the aerospace and chemical manufacturing industries against a series of citizen suits under RCRA, CERCLA, and the CWA.*
- Representing a multinational corporation in connection with cross-border environmental and trade-related investigations.*
- Representing a client in litigation challenging rulemakings related to the management of marine fisheries.*
