MARC KORMAN focuses his practice on telecommunications and transportation matters.
Mr. Korman practices before the Federal Communications Commission (FCC) and Federal and state courts and regulators in the common carrier, international, wireless, and media fields. He represents common carriers, wireless operators, submarine cable owners, broadcast television and radio stations, and other telecommunications companies, equipment manufacturers, private equity firms and financial institutions regarding FCC regulations and related communications law issues, including compliance with the rules of state Public Utilities Commissions.
Mr. Korman’s communications practice includes preparation and filing of applications, comments, and other requests before the FCC, as well as litigation, counseling clients, and working on corporate and transactional matters. He represents telecommunications and media companies in structuring transactions, in prosecuting applications for FCC authorizations, and in litigation matters before the FCC and courts. He prepares and files comments on behalf of communications companies in rulemaking proceedings, advises investment and financial institutions regarding the impact of FCC regulations, and counsels equipment manufacturers on the lawfulness of the manufacture and sale of devices utilizing radio frequency. He also represents and advises non-telecommunications companies in their use of private business radio licenses regulated by the FCC. Mr. Korman also advises clients on compliance and transactional issues before the Committee on Foreign Participation in the United States Telecommunications Services Sector (formerly “Team Telecom”), the national security review body for the telecommunications industry.
Mr. Korman also practices before the Surface Transportation Board (STB). He has represented Class I railroads in multiple rate reasonableness cases before the STB, including Stand Alone Cost cases challenging the reasonableness of rail rates for shipments of coal and chemicals. He also represents railroads in STB, Federal Railroad Administration, and Department of Transportation rulemakings. Mr. Korman also advises parties in rail or bus acquisitions and rail line sale transactions and represents parties in STB proceedings to approve transactions for both freight and passenger service. He is a co-author of the United States chapter of Getting the Deal Through: Rail Transport, an annually written comparative law guide to the legal systems governing rail transportation in 14 different countries, since 2018.
Mr. Korman has served in the Maryland House of Delegates since 2015 and currently chairs the Transportation & Environment Subcommittee on Appropriations. Prior to joining the firm, he worked as both a senior policy advisor and legislative director to two congressmen. His work included advising a member of the House Transportation and Infrastructure Committee.
